file既可以作动词，也可以作名词，含义丰富。作名词时，表示“文件、档案、案卷、卷宗”等含义。作动词时，通常表示“递交”，指作为法律程序中的一个步骤，向合法的有关机关提交有关的法律文件，以作备案登记；也可以表示“归档”，即将 正式收到的文件送至文件存放处归档保存。

例 The Committee notes that she did not raise any grievance in respect of the appeals procedure to the various instances and that nothing in the case file suggests that the complainant has suffered any harm as a result of the lack of legal representation or the denial of legal aid.
