issue v.

①颁布（法律、法令）；签发（令状、传票及诉讼中的各种命令）

②发行（证券）；签发（票据、信用证）

③出生；传代

④生成孳息；收益

issue在法律英语中极为常见，含义也较为丰富。除了以上列举的动词含义外，其还可以作名词使用。作名词时，是指“争议点”，即诉讼中双方当事人之间关于事实或法律的争议事项或问题。它还可以指“子女”，该词通常具有特定含义，与直系亲属同义。

例 A certificate issued by the Chamber of Commerce or other appropriate authority where such circumstances occur shall be sufficient proof of the existence of such circumstances and their duration. （such circumstances此处指any event of force majeure）

【参考译文】不可抗力事件发生地的商会或其他有关部门出具的证明，应足以证明不可抗力事件的存在及其延续的时间。

例  The date on which the business license of a joint venture is issued shall be the date of the establishment of the joint venture.

【参考译文】合营企业的营业执照签发日期，即为该合营企业的成立日期。

例 If the establishment of an insurance company is approved, the department of approval shall issue the permit for insurance operation.

【参考译文】经批准设立的保险公司，由批准部门颁发经营保险业务许可证。

例 The people's courts shall conduct hearings and issue legal documents in the spoken and written languages commonly used by the local nationalities.

【参考译文】人民法院应当用当地民族通用的语言、文字 进行审理和发布法律文书。

例 The original trustee shall be exempted from the liability for issues listed in the report.

【参考译文】原受托人应就报告中所列事项解除责任。

issue 常见的搭配有：

issue at law:法律上的争议点,基于申请或者法律抗辩产生的法律问题;

issue by marriage:婚生子女;

issue of fact:事实上的争议点,指一方当事人在诉状中所主张但为他方所反驳,且必须通过法院的判决来解失的事实争议;

issue preclusion:争议点阻却,指同一争议点一经法院判决后,产生既定力,除非判决本身被撤销,不得再作争议。
