Abet和incite都有煽动，怂恿之意，但是二者适用的语境和含义均有所不同。

Abet一词常用于法律语境，指的是协助或者鼓励某人做坏事，即：to help or encourage sb to do sth wrong，可翻译为“怂恿，伙同(某人犯罪等）”比如：【aid and abet】就是一个常见的法律术语，翻译为“同谋；帮凶”。

Incite一词可以用在日常语境中，表示“鼓动，煽动，教唆（通过言行挑逗，激起人们的愤怒，促使事情发展走向暴力，违法）”，即：to encourage sb to do sth violent, illegal or unpleasant, especially by making them angry or excited（stir up their negative emotions）。比如：to incite crime/racial hatred/violence 教唆犯罪；煽动种族仇恨╱暴力。
