Referendum：If a country holds a referendum on a particular policy, they ask the people to vote on the policy and show whether or not they agree with it. 即公民投票，全民公决。

Referendum在法律语境中指居民以投票方式决定领土归属问题。根据国际实践，应具备三个条件：

有合法和正当的理由；

没有外国的干涉，威胁和操纵，当地居民能够自由地表示意志；
