Asylum，庇护，是国家对于因政治原因遭到外国追诉前来请求避难的外国人，准予入境居留给予保护的行为。

Extra Territorial Asylum，域外庇护，又称外交庇护，指给避难者在驻在国的使馆、领馆、军舰甚至商船内以庇护，即庇护国在外国领土上庇护外国人。

1961年《维也纳外交关系公约》明确规定，禁止将外交代表机构用于与其外交职务不相符的目的。国际实践中除拉丁美洲国家之外，外交庇护未得到各国普遍接受。但一旦请求庇护者逃入一国使、领馆、军舰、军用飞机及军事基地，除非使馆馆长或上述舰、机、基地主要负责人自愿交出该人，他国无权进入上述区域逮捕之。
