这里的“negotiable”可不是“谈判”的意思，而是“可转让的”、“可流通的”。Negotiable instrument是英美票据法中的常见术语，也常常见于国际贸易的相关文件中，一般可翻译为“可转让票据”或“可流通票据”，“支票（check）”、“汇票（bill of exchange/draft）”和“本票（promissory note）”等都可以称之为“negotiable instrument”。同样的，“negotiating bank”也不是“谈判银行”，而是“议付银行”，即购买或贴现汇票的银行。如：

可流通的票据上有伪造、变造的签章的，不影响票据上其他真实签章的效力。
