窨井，英文为manhole，窨井盖的英文则为manhole cover。窨井在港澳及广州市称为沙井，是城市地下管线中转、控制的地下空间。其地面出入口称沙井口或者窨井。窨井通常被窨井盖（manhole cover）覆盖。

窨井盖相关法律规定：

针对近年来时有发生的窨井“吃人、伤人”事件，最高人民法院、最高人民检察院、公安部日前联合下发意见，就办理涉窨井盖相关刑事案件作出系统规定，依法惩治涉窨井盖犯罪。这份关于办理涉窨井盖相关刑事案件的指导意见共有12条，包括1，盗窃，破坏窨井盖等普通刑事犯罪，2，与窨井盖有关的渎职犯罪。

针对第一类犯罪行为：

盗窃、破坏正在使用中的社会机动车通行道路上的窨井盖，足以使汽车、电车发生倾覆、毁坏危险，尚未造成严重后果的，依照刑法的规定，以破坏交通设施罪定罪处罚；造成严重后果的，依照刑法第一百一十九条第一款的规定处罚。

People who steal or damage manhole covers and cause serious consequences, such as people falling in or vehicles overturning, will be deemed as having committed the crime of sabotaging a means of transport, transportation facilities in accordance with the Chinese Criminal Law.

盗窃、破坏人员密集往来的非机动车道、人行道以及生产生活、人员聚集场所的窨井盖，足以危害公共安全，尚未造成严重后果的，依照刑法的规定，以以危险方法危害公共安全罪定罪处罚；致人重伤、死亡或者使公私财产遭受重大损失的，依照刑法第一百一十五条第一款的规定处罚。

People who deliberately removes or destroys manhole covers in crowded places, such as stations, ports, parks, squares, schools or business zones, and the action leads to serious injuries or deaths, he or she may be charged with endangering public safety by dangerous means.

对于以上规定以外的其他场所的窨井盖，明知会造成人员伤亡后果而实施盗窃、破坏行为，致人受伤或者死亡的，依照刑法的规定，分别以故意伤害罪、故意杀人罪定罪处罚。

针对第二类犯罪行为：

在窨井盖采购，施工，验收，使用，检查过程中负有职责的国家机关工作人员玩忽职守或则和滥用职权，致使公共财产，国家和人民利益遭受巨大损失的，依照刑法规定，分别以玩忽职守罪，滥用职权罪处罚。
