决水罪（crime of breaching dikes），是指故意引起火灾，危害公共安全的行为。

爆炸罪（crime of causing an explosion），是指故意引起爆炸物或者其他设备、装置爆炸，危害公共安全的行为。

Whoever sets fire to water or explodes, releases substances such as pathogens of toxic radioactive infectious diseases, or endangers public safety by other dangerous means, if serious consequences have not yet been caused, shall be sentenced to fixed-term imprisonment of not less than three years but not more than 10 years.

放火、决水、爆炸以及投放毒害性、放射性、传染病病原体等物质或者以其他危害方法致人重伤、死亡或者使公共财产遭受重大损失的，处十年以上有期徒刑、无期徒刑或者死刑。

过失犯前款罪的，处三年以上七年以下有期徒刑；情节轻轻的，处三年以下有期徒刑或者拘役。

Whoever negligently commits the crime mentioned in the preceding paragraph shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years; If the circumstances are mild, he shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention.
