破坏电力设备罪和破坏易燃易爆设备罪，是指破坏电力（electric power）、燃气（gas facilities）或者其他易燃易爆设备（inflammable or explosive equipment），危害公共安全，尚未造成严重后果的行为。

《刑法》第118条规定：

破坏电力、燃气或者其他易燃易爆设备，危害公共安全，尚未严重后果的，处三年以上十年以下有期徒刑。

A person who sabotages electric power or gas facilities or any other inflammable or explosive equipment and thereby endangers public security, shall be sentenced to fixed-term imprisonment of not less than three years and not more than ten years if a serious result is not cause.

《刑法》第119条规定：

破坏交通工具、交通设施、电力设备、燃气设备、易燃易爆设备，造成严重后果的，处十年以上有期徒刑、无期徒刑或者死刑。

A person who sabotages a means of transport, transportation facility, electric power facility, gas facility, or inflammable or explosive equipment and thereby causes a serious results, shall be sentenced to fixed-term imprisonment of not less than ten years, life imprisonment or death.

过失犯前款罪的，处三年以上七年以下有期徒刑；情节较轻的，处三年以下有期徒刑或者拘役。

A person who negligently commits a crime under the preceding paragraph shall be sentenced to fixed-term imprisonment of not less than three years and not more than seven years and; if the circumstances is minor, to fixed-term imprisonment of not more than three years or criminal detention.

《关于审理破坏电力设备刑事案件具体应用法律若干问题的解释》第1条的规定，破坏电力设备，具有下列情形之一的，属于刑法第119条第1款规定的“造成严重后果”：

（1）造成1人以上死亡、3人以上重伤或者10人以上轻伤的；

（2）造成1万以上用户电力供应中断6小时以上，致使生产、生活受到严重影响的；

（3）造成直接经济损失100万元以上的；

（4）造成其他危害公共安全严重后果的。
