非法持有宣扬恐怖主义、极端主义物品罪，是指明知是宣扬恐怖主义、极端主义的图书、音频视频资料或者其他物品而非法持有，情节严重的行为。

宣扬恐怖主义、极端主义的图书、音频视频资料和其他物品主要包括两类：

（1）含有恐怖主义、极端主义的思想、观念和主张，煽动以暴力手段危害他人生命和公私财产安全，破坏法律实施等内容；

（2）含有传授制造、使用爆炸装置、枪支、管制刀具、危险物品实施暴力恐怖犯罪的方法、技能等内容。
