这里的 R. O. C. 就是题目中 Republic of China 的缩写。

我们这里暂不论这种表述本身的问题，从这个地址的写法本身，就可以推定，Taiwan, R.O.C，可以将其明确为“中国台湾”或“台湾”。那么，under the laws of the Republic of China，就可以直接理解为中国台湾地区的法律。如果我们简单地将其处理为中国法律的话，就扩大了原文本身的含义，造成错译。
