在孙万彪的《汉英法律翻译教程》一书中，有这样写到：“责任”表示“分内应做的事”，相当于英语中的 

responsibility 或 duty,如：

1、总经理有责任向董事会汇报工作。

  The general manager has a responsibility to report his work to the board of directors.

2、为国效劳，人人有责。

  Everyone has a duty to his country.

   承担赔偿损失、偿还债务等法律“责任”（the state of being bound by law to settle a debt or to pay for damage or loss)，应该用liablity一词，如：

3、承包商的责任是有限度的。

  There are limitations to the contractor's liability.

4、保险公司承认有赔偿责任，但对损害赔偿金的数额尚未达成协议。

  The insurances have admitted liability but the amount of damages has not yet been agreed.

   根据上面的例子可以看出来，如果单纯的是“有责任”就用“responsibility”,如果是赔偿责任就用“ liability”
